    Sharing and Learning on the Inclusion of Aging and Disability in the Syrian Crisis

    An estimated 22 percent of Syrian refugees in Jordan and Lebanon have impairments. Older persons constitute five percent of the Syrian community in host countries. In May 2014, UNHCR, Handicap International, HelpAge International and the Women’s Refugee Commission convened and facilitated a one-day meeting in Amman, Jordan to: Share examples of disability and aging inclusion from different countries involved in the Syrian crisis response; Discuss ongoing barriers and challenges; and Explore strategies to optimize capacity development, sharing and learning across the sector as the crisis continues to evolve. This document summarizes the findings from this meeting with stakeholders, as well as the recommendations for future capacity development.

    Disabilities Discussion Tool for Field Workers

    This discussion tool is designed to help raise awareness among community workers, volunteers and displaced people about increasing access and inclusion for persons with disabilities in refugee and displacement contexts. It can be used by staff of organizations working with refugees and displaced persons, as well as community leaders and disability associations conducting sensitization with the wider refugee community. The tool illustrates common barriers experienced by persons with disabilities in displacement contexts, as well as positive practices or approaches to promote inclusion.

    This foundational report is one of the first thorough examinations of the challenges that face refugees with disabilities, and the unique capacities that they have to overcome these challenges.  Based on field research in five refugee situations, as well as global desk research, the report maps existing services for displaced persons with disabilities, identifies gaps and good practices and makes recommendations on how to improve services, protection and participation for displaced persons with disabilities. It also includes a Resource Kit geared toward UN and nongovernmental organization (NGO) field staff working with displaced persons with disabilities.

    Child- and Youth-Led Participatory Assessment

    Children and youth with and without disabilities take a leading role in these participatory activities, assessing the GBV-related needs of girls, boys, young women and young men with disabilities in their community. The youth identify community-led strategies to prevent or reduce the risk of violence and design protection and empowerment activities. The result is accurate and actionable information, effective programs, and protective peer networks.

    Capacity Development Tools

    These tools help humanitarian staff learn to include children and youth with disabilities in their daily programming. They increase knowledge and encourage staff to reflect on how attitudes toward disability--both others' attitudes and their own--influence their work.

    Many organizations are integrating children and youth with disabilities inclusion. These tools support staff to reflect on progress, highlight successes, and explore solutions.
