    A Double-edged Sword: Livelihoods in EmergencieS

    In emergency contexts, assets such as cash, livestock, tools and equipment are a double-edged sword: they can help people overcome crises but can also quickly turn into liabilities, increasing vulnerability to gender-based violence and insecurity. During emergencies, women, girls, boys and men draw on their assets while navigating a complex landscape: power dynamics are changing, further complicating unequal access to resources and information, and threats of violence and displacement are rife.

    This new report, A Double-Edged Sword: Livelihoods in Emergencies, draws on findings from a year of research on current livelihoods practices in crisis settings. Through field assessments, a literature review and expert interviews, it lays out how to implement livelihoods programs to enhance protection, rather than endanger it. The report also offers a draft tool, the Cohort Livelihoods and Risk Analysis (CLARA), for further field testing and research. This draft tool seeks to include an analysis of different risks for individuals in livelihood assessments and program design.

The honorees will get an expenses-paid trip to collect their prize and a $5,000 grant at the Voices of Courage luncheon on April 30.
